Nominations Should Require (all levels):
* Two Signatures, One nominator and another to second it.
* Official Agent
* Candidate Consent
Other things:
Auditor and Fees: Only after election when filing forms requiring extention. Forensic Auditor should be appointed by the suspicious election official.
