The VHP and the BJP for sure.  All of them (VHP, BJP, Shiv Sena, Bajrang Dal...) actually belong to the Sangh Parivar, which is the group of political entities that surround the RSS, the main home of Hindu nationalism.  The VHP is the international arm.
